Open letter to the Secretary General of the U.N. - Official Complaint from the Front SIWA-LIMA RMS

Please find enclosed an official complaint against Jafar Umar Talib, Commander of the Jihad and Mudjahidin troops in Maluku, for his role in the war crimes and crimes against humanity committed and still being committed in Maluku. For detailed information on this please read the attached document.

Mr Jafar Umar Talib has been detained in Jakarta since May 4, 2002, for having insulted publicly the Indonesian President and Authorities. Under his personal guidance the Indonesian Army in a joint attack with the Jihad and Mudjahidin troops have attacked Soya Atas Village in Ambon on April 28, 2002, hereby slaughtering, among others, 8 months old baby girl Agnes Deborah Souhoka with her mother (killed with at least 10 bullets and bayonet stabs).

This formal complaint is an urgent appeal addressed to the Secretary General to the United Nations to take up the responsibility to prosecute and indict all perpetrators of war crimes and crimes against humanity before the International Court of Justice and/or any International Criminal Courts or Tribunals.

We hereby request you to explore all avenues within the UN machinery for the implementation of this appeal for justice and accountability for the war crimes and crimes against humanity perpetrated by the Jihad and Mudjahidin troops in Maluku. Or in your capacity as NGO's perhaps you could find possibilities to join forces to have this call for indictment be realized in international courts of laws or tribunals.

Your participation in this case is urgently needed not only to bring justice to the victimized Moluccan people but to will constitute also one of the important steps to avoid more bloodshed.

Re: Jafar Umar Talib, Commander of the Laskar Jihad and Laskar Mudjahidin in Maluku, to be prosecuted to the fullest extend of international criminal laws.

Mr. Secretary General,

With all the power that is vested in me, written and verbally, from the Moluccan people -Christians and Muslims- in general and those from the islands of Kesui, Teor, Bacan, Buru (victims of forced Islamization) in particular, to represent them, and in that capacity I hereby on behalf of the Moluccan people formally submit through you to the United Nations International Court of Justice an official complaint against JAFAR UMAR TALIB, Commander of the Laskar Jihad and the Laskar Mudjahidin in Maluku, for his role in the war crimes and crimes against humanity perpetrated in the Moluccas.

These serious crimes include:

Mr. Jafar Umar Talib is detained in Undjung Pandang after his departure from Maluku in the midst of a severe attack by his Laskar Jihad/Mudjahidin troops against the Moluccan people on Saturday, May 4, 2002. Mr. Jafar Umar Talib is also responsible for the bloody massacre on Sunday, April 28 2002, during the attack on the Soya Atas Village in Ambon slaughtering among others 8 months old baby girl Agnes Deborah Souhoka with her mother. Mr. Jafar Umar Talib is now held in custody in Jakarta on charges of insulting publicly the Indonesian President and authorities.

Whereas it is the reponsibility of the United Nations to bring perpetrators of war crimes and crimes against humanity to justice, we call upon the United Nations to use all its offices to prevent Mr. Jafar Umar Talib from being released.

The Moluccan people call upon the United Nations to bring Mr. Jafar Umar Talib to justice and have him prosecuted to the fullest extend of international law for the war crimes and crimes against humanity committed and still being committed in Maluku by the Laskar Jihad and the Laskar Mudjahidin.
